Oscar Douglas Skelton was a Canadian political economist and civil servant. It is the latter that gave him much of the experience he needed to be able to write a book on highways and railways. Starting by describing the early ways people were forced to travel in Canada, the book then goes on to discuss how the railway system revolutionized the country and the ability to traverse its territory.
